Java Rotating Browser

I am looking for a rotating browser to display featured articles on my website. I have found others that do the same thing, and they appear to be Javascript.

Examples are below:

<[url removed, login to view]> - Notice the rotating "Top Stories" feature on the left. I like this one because the text is real instead of being an image.

<[url removed, login to view]> - I chose this example because it is around the size I would want mine to be.

I would like the browser to be designed like the top section of my current website here (see image below):

I will soon be converting the entire website to the Wordpress format here:

This rotating browser will go in the third column content section which is 568 pixels wide. I would like it to be designed something like the image below but would like to have tabs at the top or bottom for clicking to the next feature - see all examples for different types of these tabs.

If possible, I would like the image to rotate within the paperclipped boarder, and the text to rotate as well. The functionality would be similiar to [url removed, login to view] example.

I would be happy to consider any proposals. Thank you for your time.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
