Manila region partner wanted - With office or looking to setup one

I am the owner of a web development company. I have been doing this for 15 years. I am ready to expand and I am looking for a partner in the Philippines in the region of Manila or surrounding areas. I am looking for someone that either has an office or is looking to setup one in 2014.
I am looking for a deal like: We'd share the office costs and in exchange, you help me with interviewing potential workers when I need and you allow me to have some space where my workers can go work in the office. Possibility to also collaborate on some projects as needed (we could share workers, I can put some of my workers on your project and vice-versa). Another possibility is that we would just share workers. I would pays X amount and you give me X hours from workers. I would prefer a dedicated worker wherever possible, so that I always work with the same people and don't have to forge new relationship during each new project.
I am from Canada. I'm very serious and professional. I am looking for someone that also takes his business very seriously and is professional. I will be looking at your background since I'm so far away, it will be important for me and my business' reputation that I've worked very hard to build.

I will be looking to start this partnership after I have met with the partner and visited the office (or potential office), etc. So the partnership would likely start around the June 15h mark ideally.
