Reworking a J2EE Application

Hi,
I have a J2ee application. It is a Human Resource application. I need an expert J2EE coder to re-work on that application and give me back a high quality product.
The first thing I want is to modify the design to an excelllent one. Here, in order to provide the work, the coder should show some good HR templates or design of some sites, which he can include in my application. THe application has to be changed a to z , designwise.
Secondly, proper authentication should be provide to all the pages; ie; if the user is not in session or not logged in, he should not be able to view any page and should be redirected
to the login page. Also, upon remaining idle for sometime(say 15 min) he should automatically be logged of.
Third,the coder should be flexible enough to make minor changes(including or removing fields) in pages and database, if he is asked [url removed, login to view],it is desired for the coder to clear any minor bugs pertaining in the application.
J2ee, MySql,Tomcat will be the technologies used.
I will post a continuation work of this in RAC,in which I need to add one more extremely important module to this application, for which the coder should have some functional knowledge in HR domain like payroll, salary calculation etc. So, if this coder is found suitable,and if he is found working good, the work will be posted exclusively for him even before closing the current work.
