Create Web Application in PHP - Broken Links finder

We did launch a similar project but our requirements have changed since so we are closing last project.
We are looking for an experienced PHP Programmer to build a Web application for us dedicated to finding broken links for websites.
It would be a SaaS service and we would be offering this as a freemium model. Hence we would need you to create a login panel for paid users.
The free users would have a limit on total number of pages they can track (we should have the limit of setting total pages crawlable)
The tool must show broken links, pages where broken link is found and page error status (404 or 500 error)
Now the structure of website would be:
We would make it must for users to signup. Free users would be able to add and check 1 domain by logging in. To check more than 1 they would need to upgrade.
We would have paid packages:
1 website unlimited pages
10 websites unlimited pages
unlimited websites unlimited pages
Also we would give users ability to check website on periodic basis for broken links. They would have permission to set it biweekly or monthly timeframe.
And they would get report of those checks through mails.
We would want the programmer to focus on optimizing code and we would want you to check [login to view URL] This would be our main idea.
Once the user has input his website and asked us to check we would ask them to wait for few minutes before the report is prepared (most likely 5-10 minutes depending on pages that are to be crawled) and send them a mail once report is prepared.
Please quote on building such a web application.
In our admin panel: We must be able to track total reports, total paid and free users and subscriptions. Also should have permission to block any individual website.
