Changes to Magento Shop

After a Database crash we have problems with the Admin backend. The Configuration option is not available any more and has to be fixed. A backup of the MagentoDB is available.
Additional we need some changes to the system. On the startpage shipping information has to be added to every product Preview. Behind every shipping information there has to be an Asterisk with a link to the footer showing (editable) additional shipping information. This should also appear in every product detail page.
