hardware programming with C++ to get data from machines

That is 1st project.
Several machine with serial I/O port, I want to write a simple script to read them(20 machine or more) out by C++ and keep updating to display the data in html and save to mysql.
You should also guide me how to connect the port to PC (serial to usb/rj45 whatever). And the compile/setting procedure. Running PC is based on MS Windows.
After that, I will post/return the result to you and continue for the futher project requirement.

supplementary information:
1. the machine output signal with RS232C (but i would like to convert it to usb or rj45 connect to pc)
2. there are max 8 kinds of signal can be output for 1 machine
