Need to have new seo friendly navi menu added website built in Flash

We have a website built in Flash/ASPX. The flash navigation menu needs edited out and replaced with a new seo friendly HTML/CSS version using the configuration files, if possible. We are looking to find someone who know's that it can be done dynamically in the includes without having the source FLA files. If the FLA is required please inform us. Site files available upon request. We have the new navigation menu built and ready for implementation.
