Product Shopping engine search algorithm NEW

Using xml data (Product name, price, condition:new, and possibly upc) from my my volusions store, I would like to set up an algorithm that searches the following shopping engines and reports vendors with a lower price then mine (with url to listing)-

Should be able to run search against less than 3000 products twice a day.

To clarify a bit further-

A product is reported to me with URL and screenshot if it meets naming criteria (keyword match) and possibly UPC code, and then has a LOWER PRICE.

I must be able to input and refine the search terms (perhaps with negative keywords as well) to get an accurate and complete set of competitor listings. From these listings we evaluate: their price < My price

I do not mind if I simply have to upload xml or spreadsheet with

1) Search Terms (negative and positive keywords), UPC (we may not have this for all products so it should not be a required field), and price.
