Develop a small directory web application with admin panel

I need a provider who can code a website app for a customer directory. pls suggest how to get it done asap, either to custom a WP plug-in install wordpress / custom php.
Current site not under any CMS, i shall use an external domain for it. (if to use WP, then i have to install wp into it)
1) display all the 'client' info by alpabetical order.
2) Able to search
3) user click on 'enquire' & feedback form appear for email submit to A & B email address.
4) Admin login to manage/post new 'client' listing.
5) Upload 100+ record to directory
