I get an base_url error (local host website help)

I downloaded php website from online and in that there was some base_url stuff which and i want to run in my local host xampp server. when i try to run the website on my local host and click on any button then it redirects to website but i dont want to redirect to the main website i want it tobe on my xampp server only
