Wordpress Theme Customisation and API's Integration

I am looking for a reliable Wordpress (competent) expert to customize a real estate theme, the customizations are the set-up and design of the API is for property feed integration. #
1)pull data from Rightmove's ADF to own database,
2) filter properties before getting data based on a set of filters
3) Auto list filtered properties to own website. NO plugin/ ready made APIs exist from what I know. Please quote with suggested solution/plan/timeline. Can send links to related documentation.
You will need to be highly competent in Wordpress, PHP, CSS, HTML, Website Design, use to customising Wordpress Theme and API.
This is a real estate (and property submission) platform.
50% of the milestone will be released when the job is half done (pulling data to database) and another 50% when auto posting.
I can not provide a more detailed description of the tasks as I am not fully aware of the technical specs of such integration.
The winning bidder will be a good communicator in the English language, great attitude (which could lead to a long-term working opportunity) reasonable time to deliver and on budget.
