Need someone with experience developing Twitter Bots

Looking for Someone to develop a program that detects characters in a picture and can send those characters in a Direct Message. As a separate project I need a program an online twitter monitor that grabs links extremely fast. If you can develop one of these let me know. Price is flexible and can be negotiated.

I am trying to have a Nike Twitter RSVP bot developed. There are numerous bots already created. It must work on Nike's new RSVP system. It must read the new images & #hashtags. It must also have the new update for Niketown NY #NTNY & Nike Roosevelt Field #RF because Nike decided to merge both Twitter handles. The bot is needed to monitor various different Nike twitter accounts waiting for a tweet sent from Nike Locations. The Nike tweet will be similar to :
@NikeRooseveltFD: #RSVP is now open for the Air Jordan 10 Retro 'Steel'. Hashtag is circled in this image http://t.co/JNwkeB5NyH http://t.co/dBtQ1YpkOB

The bot is going to open the link copy the circled word and send a direct message to the designated account. I need the bot to have an easy layout for entering information. I would prefer if this was developed for Mac & Windows. I need to be able to enter as many designated accounts no limitations. The layout must have Twitter Handle, Name, Size, Location. If this can be done I would like the bot to monitor Tweet Deck instead of Twitter for real time tweets. I would like the bot to send direct messages simultaneously from numerous accounts. VERY IMPORTANT NEED SUPPORT ANYTIME & FREE UPDATES!!!
