Resolve Wordpress Installation Issue after Server move

I moved my website from a 1and1 shared server to a dedicated managed server. Since the move I have been unable to bring the site up, it just sits there trying to open up the database I believe.

I know Wordpress files are OK because if I use the original wp-config file that points to the old database it works fine. If I change the wp-config to the new 'LocalHost' database it doesn't work. There must be something that is needed in the wp-config or .htaccess files that may be unique to 1and1 that I am unaware of.

I need someone to diagnose and resolve the issue asap. I can provide FTP and SSH access to the server.
