Marine Science/Ship going Website

Hi- we're a research facility and have Marine Operations at Moss Landing CA. Our current site needs drastic updating! It does use back end technology that ties into the State system, so the new site has to take that data somehow. The banner at the top of our homepage is there from the State site, it cannot be changed. As you can tell, I'm no expert in web language. But I need: 1. Good design 2. Consistent Navigation (breadcrumbs would be nice) 3. The site to tie into data feed. 4. Fast loading site! I'll gladly answer your questions. Our organization is grant-funded, so our budgets are very small. However, we believe that a good site will help our Scientists better use Operations. We're open to discussions.
