Debt Management Website

Hi, I am looking for a website design/creation with up to 9 pages. To include following features: - Professional template design. (Site is to do with Money & debt management.) - Register/Login/create password feature - Pages setup so that the administrator can easily edit/input text. NB: We are looking for an appropiate program/script to install on website so that it will automatically manage the money disbursements/referral/deposits to the client/user database. This will be a future job.
