Hello this is Collins and am a Mechanical Engineer and am good in Fluid Mechanics and designing in Solid works. This gives me an upper hand in designing a portable device that powers an impeller that quietly moves air through a narrow channel (such as 5mmx5mm) at 10-30m/s. It will be great if the noise level can be kept minimum, such as below 20dB.

A combination of coreless motors and gears can give you what you want. Coreless motors have a high speed and you can not hear their sound when you bring them next to your ear.
