What I am looking to achieve is an application that auto-launches when an Android Phone or Pad is turned on. So rather than using any built in functionality of the Phone/Android, this would be a separate app altogether. It would launch immediately when the person turns on their Android Phone/Pad and would ask the person to enter some authentication information before they could get access to anything.
Currently there is a security feature in Android that "locks" the device and you must draw a Pattern to access the device.
This prevents people from accessing the device at all unless they can draw the matching pattern.
I want to replace this functionality with my own. So in other words, with my application installed, when the user turns on the Android device (Phone or Pad) my application appears immediately and asks for the authentication details.

this app cannot be terminated to allow the user past this and to the Android desktop. If the user cannot verify, they cannot get into the device.

So in summary,
1)
the Android app does two things primarily.
..i)
is a user interface and login interface to an Android app (like security unlock pattern) which is run when the device is turned on. Straight forward I guess.
..ii)
locks the device if inactive for a specified time frame (1 minute for example). Simple option.
