I'm working on a project where my client has requested that I block anyone from the city of Pickerington, Ohio to view his site. I'm using .asp on a server running IIS. I can do it with PHP, if your server supports it, but it seems so useless, since those blocked fellows might always see the site from another city...

Its not an "EXACT" science, but, you can use GeoIP to determine the IP Address ranges in a specific city, and then block those IPs via code behind or via IIS. I can assist you with either option.
