Powered-Up Motorcycle Racing

I am going to create an in-browser 3d motorcycle racing game for a client. I would like to receive a quote for the programming side of the game. The game should attack abilities that the payer can use against opponents. The perspective of the game camera would be 3rd person over the shoulder of the player shoulder, far enough back the the player can see the width of each track, and 7 or so motorcycle-lengths ahead of them. Each playable character would have a unique ability, and be able to choose from a set of 4 motorcycles. I believe we would like to start with 4 playable characters, and 3-4 different looping racing tracks, with about 30 second laps. We would also like to have a character customization screen allowing the players to select clothing and gear for their character. I would prefer this game to be 3-d, but I would appreciate pricing for a 2-d model of the game as well. I would like to use Unity and C# for production, we will provide all of the art assets for the game. Thank you,
