As a former literary agent, I can point out several mistakes you are making in your proposal. First, in this day and age if you have a great idea, and have developed it into a proposal, your mistake would be to submit it around to various people. This is how great ideas are stolen. The only choice, in this day and age, is to write the book and self-publish it. Then, with the second book, you can have it picked up by publishers but they (most often) want someone, who has a track record with publishing, a developed platform, as we call it.
Second, in creating a book the idea is to find the idea and then develop it. To do this requires quite a lot of research and thought, so your need is actually for someone who can think with you, serve as your best sounding board, and pull out of you what you actually have to offer. This is what I always did as a literary agent, and have done since I left the agenting business. I actually left that business because my submissions were being stolen (see above).
Third, while the 4 Hour Work Week was "new" at the time it is published, it's not anymore. Let's work through what is needed and find that idea:) I can help you.
Lastly, you are confusing in your proposal. Do you want to write the book or are you just looking to generate a proposal thinking that will fund the writing? The only way is to write the book.
