Dear sir I can make that program for you, but to use Arduino with OBD you need an additional shield (isolator and level converter) I can send ftp or e-mail using GSM module (sim900 is one of the best and wide available). Also, we can use ESP8266/NodeMCU to send it through WiFi. Unfortunately, Arduino Uno have not too much memory, so you may need to use Mega2560 (but may be Uno is enough, usually such applications is "on the edge" of it's RAM size). But the price for Mega2560 is approx. 4-5$ higher.

Hello!, I'm Alejandro Cruz from Venezuela. I 'm electronic engineer and my grade thesis was about a implementation of a climatic station's datalogger from a raspberry pi. The raspberry pi needed to comunicate to the climatic station and maintain the records and when it recieved a SMS from a user or 15 minutes was passed, the raspberry pi sent the lecture to a server via SMS. So in conclusion, the raspberry pi communicated with te Climatic station via RS-232 in the GPIOS and to a modem via RS-232 in a USB port.

Olá, Tenho experiência prévia em desenvolvimento de aplicações arduino/raspberry em C e em Python para o arduino. No entanto, nunca mexi com OBD por isso coloquei um prazo maior.

Esse projeto será desenvolvido por duas pessoas. Podemos começar imediatamente. Somos ambos membros do Laboratório de Robótica da PUCRS. Trabalhamos já a um bom tempo com Arduino e Raspberry no desenvolvimento de soluções. Falamos português e podemos trabalhar juntos em outros projetos. O projeto de vocês é bastante simples. - Ficamos a disposição para desenvolver com bluetooth, pois o wifi teríamos que criar uma rede local e isso aumenta o custo razoavelmente. - Pelo custo, acredito que seja melhor fazer com Arduino também (notando que nesses últimos dois pontos são apenas sugestões). - Caso trabalhe conosco podemos fazer a aquisição. Por fim, caso queiram posteriormente transformar o protótipo em um produto para o mercado, podemos ajudar também(em outro projeto) no desenvolvimento da case, desenho do circuito e programação do ci ATMEL AVR.
