Flash website creation integrated with Realmedia streaming solution

We Would like to replace the website [login to view URL](not nearly a functioning website by any means) with a fully featured Flash website or with html website integrated with Flash navigation. -For reference please look at the design of [login to view URL] especially the Flash navigation menu. We would like very much to have a navigation menu/website theme created that has a thematic flow and the menu expandibility provided within the navigation. The site will feature Realmedia content for which an upload system needs to be implemented allowing only an admin user to post future dvd content encoded to realvideo(or a format recommended by you) at any time which can be accessible through the menu navigation. The content will be purchased by users on a time limited basis(12hours..etc.) and has to be made secure. Also a payment system needs to be implemented to allow for Credit/Debit/paypal transactions for the videos. The menu button flow has been created already and will be sent as requested. The general menu content is 5 menu options with submenus. Some submenus will contain additions submenus linking to a category of realvideos which need to be viewable within a window of its own. However, we would like the video window to also be integrated into the site. An example of the menu integration can be seen with [login to view URL]'s Portfolio menu/video samples. Lastly a login system needs to be implemented to allow for users, created in the future, to be able to access any # of categorized video content without purchasing anything. Average realvideo can be anywhere from 20-70mb. As an additional reference of a simple adapted design for the main page only, please see the picture provided below. Any insight to shortcomings of requested design with Flash programming is welcome and your unique solution to overcome it is very appreciated. General Budget is $300-400 however the workload of this project is noted and budget can be adjusted as needed depending on either your proposal of the design or with a demo of your adapted design with a video preview.
