Interactive Map of the United States - repost

We are looking for a United States map with a State/County drilldown. The counties need to be colorable (any color), will need to be able to toggle a description bubble with custom content, and need a star to represent counties in progress. This is for a non-profit organization, [login to view URL], a anti-NDAA organization. We will be doing this for them for free, so we will be flipping the bill. We are looking for a like-minded individual to do this as cheaply as possible. This US map will be used to represent where the NDAA has been nullified. We would like their users to be able to see what has and has not been successful with simple color coordination, and what is in progress. So, when they click on a state, that state needs to be enlarged displaying the counties, and the counties need to be clickable with a small description should they decide to add one. We also need a way to show a county in progress, so if you have a way to do that, please help us work it out.
