Gaming Server Voting Website

Hello, I'm currently looking for a site to be created like this one: [login to view URL] Here is an image which I made, giving an overview of what I would probably want it to look like ([login to view URL]). Please tell us how much this would cost. Basically, the functionality would be as follows. The user registers, and can “upload” a server. They would then fill out some information on the server; such as the server IP, port, a description, the server website, type and a banner. Using Minecrafts’ features, the website would track the servers’ Online Players and % Uptime. Each server IP can only be used once. Please see this link for a basic example: [login to view URL] Once the server is published, it would begin to count the server’s votes. Each server would be given an ID, and its domain would be: [login to view URL] It would track the server’s votes, and give it a ranking. All the servers would be ranked in order of their votes, 1 having the most votes, and the rest descending. The main page would have the Sponsored servers and the first 10 servers in the top list. The following pages would have 20 servers per page, but only the main page would have the Sponsored servers listed.  Votes would simply be counted by allowing an IP to vote once every 24 hours. They would vote on their servers domain: [login to view URL] They would need to enter a CAPTCHA before submitting their vote. It would be great if the site could include some sort of Proxy Detection system, but please tell us the cost with and without – if it is possible. It is not a necessity.  The Sponsored servers would be decided by a bidding process, which is automated. Servers place their bids from the 1st of each month to the 20th. They must all then pay by the 25th. If a server doesn’t pay by then, they will be removed from the list, and the bidders will all move up. On the first of the next month, the new top 5 bidders are given their place. I personally do graphic design around website communities, meaning I can probably design the graphics for this site. Please tell us the cost with and without your included graphics. It would also be great if we could have an Admin account and access to a simple control panel, allowing us to modify votes, delete, and edit server information if required. Thank you very much,
