427269 PSD to HTML job

i have two psd files need to convert to html. here are requirements: (1).must use div+css (2).Webpage must work in IE, Firefox, Chrome, Safari. (3).the sidebars extend by several more inches to the left and right (increase PSD canvas size to 3000 width to see more of the sidebars). if the viewer's screen is wide, more of each side bar will show proportionally. the middle portion of this design will have a static width as shown in the PSD. if the user expands his browser window to a width that is greater than the maximum width of the sidebars and middle content, then a simple white background is shown.
