Design HTML Pages For Login and User Admin Pages

I need to create some pages in HTML that will then be used with RoR. So the pages don't need to have functionality, but need to be coded in html. Here are the requirements of the project: 1. Very basic navigation header at the top of the page. It will just need to be a solid color bar with some links in it and a logo. 2. A master administrative page where my company can add user accounts. This page will basically be a table with a few buttons to add and delete users. 3. Company user administrator page where an administrator at a company can change permissions or add users. I have a mockup for the main section of this page that I can send. 4. User login page. Very basic screen. I will provide a screenshot of another site we can model it off of. 5. Forgot password page. I can send more information of the project upon request.
