Write some Software for my website

Hello, I have a website that launches big giveaways weekly. My site has not yet launched but I'm looking for someone to create a few features for it. Feature 1 - A login ability to just one page where users can see how much points they've accumulated. A timeline where they can see offers they can participate in, which should be controlled from a dashboard from myself. Feature 2 - Easy ability to invite friends via email and popular social media sites (Facebook) and the ability to earn points based on the quantity of people they invite and frequent participation in offers should earn them more points as well. And even if they lose in a weekly draw, they still gain more points. - The points once reached to a certain level, they can use it towards adding their name multiple times in a draw of their choice. So for each offer there should be a feature that says "redeem points for bonus chances to win" and based on how many points they have let them know how much extra ballots in their name they can add. Feature 3 - A dashboard that allows me to post offers that all users can see on their timeline. Non users can see as well but they can't join in the contest unless they sign up. Comment, share, # of participants and "time left" before contest closed should be visible. More participants can still join anytime, but there must be a notification or indicator that the contest or offer is closed to those users. Feature 4 - An ability in my dashboard to delete, block, suspend accounts. And ability to award winners in each contest/offer, and a notification must be sent to participants notifying them of which user won, and ability to allocate points to all the losers in attempts of better luck and encouragement of further participation for the next contests, or offers. - An ability for me to enable users to post offers just like me. Everyone should start off without the ability to create an offer but they can participate in any offers they'd like.
