GIF Image changing Script.

This project is to make a script that will get a gif image and an instruction set and will change the order of images inside a gif and the time interval between them A script (preferred in Pytion or PHP, but any language will do) that will receive a - a url to get gif image b - an instruction set (in the format of pairs made of 2 chars each (image number in gif, time interval)) The script will get the gif, reassemble it by the instruction set and returns the new gif. Instruction set first char will be definition char and a checkchar definition - C/S - means cyclic or single run gif. check - a char which ascii value is the number of "pairs" participating in the set In the instruction set pair, - first char will indicate the Image number in Gif (using ascii value - 48) (1 - first image, 2- 2nd image ... : - 10th image, ;- 11th image, < - 12th image . = - 13th image .. C - 18th image etc ...) - second char will indicate the time intervale after this image (1 - 1/10 sect, 2 - 2/10 sec .. C - 18/10 sec etc ..) Sample for instruction set C7112A3C2A846A9B Means C - make a cyclic Gif 7 - new gif will have 7 images 11 - 1st image in new gif starts with 1st Image of old gif and then waits 1/10 of a second 2A - 2nd image in new gif takes the 2nd Image of old gif and then waits 1.7 seconds 3C - 3rd image in new gif takes the 3rd Image of old gif and then waits 1.9 seconds 2A - 4th image in new gif takes the 2nd Image of old gif and then waits 1.7 seconds 84 - 5th image in new gif takes the 8th Image of old gif and then waits 0.4 seconds 6A - 6th image in new gif takes the 6th Image of old gif and then waits 1.7 seconds 9B - 7th image in new gif takes the 9th Image of old gif and then waits 1.8 seconds The script should work as http service (we will supply CPanel to install it), so a user will initiate and http request in the format of [login to view URL]://media4.giphy.com/media/dJezVlwfVulTykjRQj/source.gif&sqnc=C7112A3C2A846A9B The answer will be the new generated Gif by instructions set.
