Looking for an VOIP Expert

We are looking for a VOIP expert to help us to figure out away to make unlimited phone calls to the United States and Canada for free. With NO volume restriction. We know its possible if you know of a way. We would like to hire you as a consulting. The quality and reliability must be high. If you know how to do a proxy server over google voice, skype or aws or etc and make free quality and reliable phone calls. We make a high volume of calls and would like to drive that cost to zero if possible. So if you know your stuff then we are looking for you. We are in the United States, so this is phone calls inside the United States. This is not calling outside except to Canada which most VOIP provider here gives you to that country for free or a super low rate. Questions will be asked in order to qualify.
