WE can try, I have nice guide about how to migrate from 1.9 to 2.3 without issues almost. We will do backup for sure and will check if extension and needed theme exists and all other issues along the way, I would need all access for all servers for that. All like URL rewrites, css/js not loading, products are not in category like you said and etc. If you want we can talk about that in details and start this weekend.
