I can design the GPS transceiver for you. I understand you are trying to track small balloons and drones where weight is a concern. It will be tough to build it with a weight less than 12gm. I will try my best though. If a 5V power source is available, then I can design it to be less than 12grams. Else the battery itself will weigh a lot. In fact I can build a GPS module that directly connects to the 3DR Radio. So you can use the Ardupilot software/app to directly track your target. Alternatively you can also use third party and your custom software to view the tracking data.
