Need a very fast, very simple photoshop adjustment to an image

Hi, I have a very simple request for a photo file - I’m trying to print it in a large size - 20x30 or 24x36, but the aspect ratio isn't correct so the image gets too much cropping on the sides. The image has a black background and all I need is some additional black border added to the right and left sides so that it will scale to print in large format (I believe correct aspect ratio is 1:1.5). I'd also like an image that has some bleed. The file I have is very large - 156mb and I don’t want to lose any resolution as it is a very detailed image. Can you assist me? How much would you charge and how quickly can you turn it around? I don't want to post it in a public forum, but can provide it on an individual basis for the work to be done Thank you, Tara Beardmore
