check uploaded files

Hi, My problem is that very often users who opens an account on my server for getting free webspace/free hosting (like on tripod or lycos or other services) they upload xxx videos or mp3 files and offer this to download. The result is that I have heavy load on my free servers, what I don't want of course. Now I search a way for checking the uploaded files for unwanted filetypes. What I want is a **compiled** solution (not only a PHP or ASP script) for both PHP and ASP. For ASP this will be an **ASP com object (ActiveX?)** and also for PHP I need a **Module** which can be loaded during runtime (without restarting PHP for re-loading the [login to view URL]). The modules must get params for choosing for which filetypes to check (mp3, avi etc.) and get back a list of the results. This list can then be used for for example deleting the unwanted files. I need also for both PHP and ASP modules the corresponding PHP and ASP sample-file which shows how to use the module. It is important that also .zip, .rar etc. archives are checked for their content, and that it is not possible to just rename for example an .avi-file to jpeg and to put it into an archive and upload it to my server! This must be detected. Also it is very important that you don't use thirdparty modules (for example for unpacking archives) which are not freely available. The best would be if the code for unpacking archives is integrated right into the modules.
