545126 Need an NSIS programmer to make an installer

I need an experienced programmer with C++/C or Delphi to write a simple Windows program to automate the setup of tunneling process which uses 2 open source programs ( Putty and stunnel). The source codes are freely available for these 2 programs on their official websites. More details you will get on the attached file. The tunneling process involves combining the 2 applications to create a secure tunnel but it is quite lengthy and I would like a windows program to get this whole process automated. Please find the tunneling process comprehensive guide attached. The stunnel config file and the Stunnel/SSH server details will be hardcoded into the program. The user only has to run the program to be made and input the provided username and password in order to create the secure tunnel or Socks proxy which will then be used to configure other applications like web browser manually.
