Order Entrry and Policy Tracking

Programmer must be a self starter, a good reputation for on time deliveries and have a good concept of the needs of a high volume data entry application. The project will be a Compiled .Net (or similar technology) front end, with a SQL server 2000 back end. I would like someone to be able to work on site or at least be local for meetings as the details for this application are very intricate. The front end will be a compiled self updating .Net application that will be a login specific order entry and outstanding inventory program. It will need to provide an order interface to the persons ordering inspections, and it will also need to provide an interface to those receiving the inspections. The backend will require a data base design and implementation and a service that will manage miscellaneous processes. The will also need to be an administration console. We will get an inspection order, and it will need to be routed via email (or within the interface) to the appropriate vendor based on client specific zipcodes. The recipient will complete the order, update the application with completeion data and complete the cycle. The application will have to be able to accept data from a variety or data sources via ODBC and mapping and export to a variety of sources in similar fashion. It would also handle transaction counters and simple invoicing. I am not opposed to listening to other ways to complete the application using other methodologies and tools, so I am open to suggestions. This could turn into a long term consulting/outsourcing position. Please see deliverables for additoinal information! ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. Additional information and clairification about the project: 1. The back end service will need to monitor incoming work orders, route the incoming work orders to the intended recipient, handle discrepensies such as rejecting items back to the requestor for better information. Possibly: Validate the street addresses using a USPS lookup (this piece is not necessarily required.) Create emails of the routed items, be able to import batches of incoming inspection requests from CSV, Excel, or XML formats. 2. Import & Export Formats CSV, Excel, and XML. The formats must be able to be mapped within the system administration module to the correct fields in the database. Then it will poll the indicated directories at the indicated intervals and perform the imports based on the mapping defined for the particular incoming file name for that directory. (The export feature will have to do the similar things, except it will not have to watch any directories, just email to the exported file to the intended recipient.) 3. The transaction counters are going to be used to monitor which clients order how many inspections and from which vendor. (I believe that this can be handled with a status field and a SQL statement.) Basically a count of how many of each status. The front end application can and will be run remotely as well as on site. It will need to be able to run stand alone in a batch mode, or over TCP/IP with a live database connection. The other option is a web site that will handle the whole process but I just don't like web sites because they usually aren't as intuitive and easy to use as a well coded compiled application. I am open to ideas however. ## Platform Program will need to run in all current and supported versions of Windows. The server portions will need to run as Win2K services or applications as necessary. ## Deadline information Would prefer to deal with local coders if possible. But definately not opposed to good telecommuters.
