Custom CMS

Looking for a company who is able to create a classifieds website similar to craigslist with joomla open source content management. Categories functions for users will be category, location, sub category, then a list of ads with individual titles will be listed possibly with images listed next to them. Each classified will have its own page with images. Needs to be an automated classified ad loading service enabled with ranging fees and dates. Once subscription time has expired ads will auto delete from website. Featured ads will be placed on the homepage with limited characters allowed. I should have the ability to ban ads as well as create and delete categories. Paypal merchant account will be intergrated as form of accepted payment. A website search tool also needs to be in place to navigate the website with ease. Skyscraper banner ad system as well. Tabs need to be magnified as mouse is dragged across them. Some flash needs to be used for the logo for users enetering site. Designer needs to be talented in art work capabilities appealing to a younger audience and specialize in search engine rankings. Site must be able to handle large amounts of incoming volume at one time. I will provide my ideal design for the homepage with colors, themes, etc. Please only bid if you have experience in Joomla and have previous work to show me relating to classified websites.
