DJ membership website

this website will have many qualities of many websites all in one. here is what im looking for and the winning bidder will work with. im looking for a nice layout. and it will include one of the following. have fun making the website i will want to monitor your progress and give input while its under production membership management via sql specific groups - djs(vip), and regular members that download the music, email address for each member. profiles about the djs and downloads of their albums, journal post, and also events will be at. rating system that fans can rate the album and the djs ranking system to rank the top djs newest albums on the main home page bulletin board that is synced with phbb also through sql also set up payment system for members on a monthly basic or purchase a one time yearly payment. seperated from djs that will get unlimited access. members will also get their own profile and can post pictures and information about themselves. there needs to be a seperate login for admins to go in and clean up profanity and things of that nature. i would like it all to be synced with phbb because its quite powerful and very easy to expand. example sites to look at to get an idea what i need.
