CSS3 / Validate Expert - PHP Also Required.

We require an expert CSS / CSS3 to build/fix/ and clean our Java scripts/CSS style based on a our new PSD design/website which is already we have converted from PSD to HTML and completed it, but it's still need to clean the Java scripts/CSS from any errors... and please understand to clean all the Errors in Java scripts before the CSS3! So our main work would be need a expert or good guy in JS and then CSS3.. 1) You will need to fix/clean/re-validate the currently style we have for web-main and admin panel and customize it 2) You may need also to recheck/fix ADS management which we already have but it's need to corrected some issue there, connect the Google ad-sense to be able to managed through admin panel. so you may need to be expert in PHP and don't waste your time or our time in this project if you cannot make it.. also the ADS inside news page and 3) You may need to add java-script for detect the screen size's for big/small screens... 4) You may make sure that the website will be compatible with Smart Phones and FF / Chrome, etc of browsers..
