Need Custom Shipping Selection Implemented on Shopping Cart

I am in need of someone to customize my shopping cart. I own the website [login to view URL] and I need someone to create some software to disable UPS Ground shipping when specific states are selected. We ship cheese which is perishable so when someone, who lives out of the 3 day UPS Ground coverage zone, chooses to ship cheese in a state not within this 3 day coverage zone we will need to disable offering ground shipping, but instead offer the other methods such as: UPS 3 Day Select, 2 Day Air, Overnight, etc... Right now all of the methods we ship are offered to everyone every time they checkout. We want to enable ground shipping only to those specific states which we can ship UPS Ground and the cheese arrives in 3 days or less. I have a list of every state we can ship UPS Ground to. It is important to note that billing address does not play a part and it should only give shipping options based on the "Ship to Address". While doing this project I would also like to have the handling charge be different among the different shipping classes. Right now we add one flat handling charge to all shipping methods and I would like to add $x if shipped this method, and $y if shipped that method, and so on.
