popcart.net cloan needed (shoppingcart)

We are searching for a professional to create a shopping cart off an open source project or from scratch, whichever is easiest and cheapest. The shopping cart will be sold on our main website for membership access where the user can input their payment information, add their products, and get the generated code to paste on their website. We, the admin, will have a admin section where we can manage all accounts, set our monthly pricing plans, and more. Here is the full detail on what the script should do. - Program MUST have a admin side where we can manage members, plans (restriction on # of products they can add with pricing on how much plan cost per month, per year, etc) and have other admin functions of the user accounts. - Program MUST NOT create a store. All we want program to do for the users is generate a code they can copy and paste into their website. - Needs to have a lightbox affect for shoppingcart on users side. Just like [login to view URL] has Front User End (Members Area) - Ability to add products - This is where users will add their product title, brief description, and pricing. - Ability to manage products - Edit or Delete a already added product - Coupons/Discounts - Client can enter in coupon or discount codes where they can have their clients apply for a discount to be added to the order. - Multiple different merchants - Must be able to work with Paypal, [login to view URL], Google Checkout, and Stormpay. (We will want to add more in the near future) - Branding - User can brand the cart with their own logo - Cart Design - User can select the cart design they want to choose from. (just a few different selection.) - Reports - Generated reports of overall sales, coupon codes used, and growth chart comparing it with the previous month. Must be friendly where the user can select the dates to display the reports. When the user is done adding a product, the program must provide the user with a generated code where he/she can place on their website where they want to buy now button to appear. Admin Panel Controls: - Ability to add/remove and edit user accounts - Pricing plans - Add/remove or edit different pricing plans and set the features of what each plan gets. (# of products they can have) - Settings - Set the website payment settings, such as how we would accept payments. Paypal email address. - Email users - Email sequences: (Thank you for joining email, How is everything coming along email, Your Bill is due email, etc) A email that we can send out to the user if their bill is over due, when they first sign up, # of days after they sign up. Thats is about it for admin panel, those are just a must that it should have. Anything extra is a plus. The shopping cart must pop up on the users screen when the buy now button is clicked. Just like a lightbox effect. Must be nicely layed out and VERY professional looking. (think web 4.0ish) Again, we are looking for someone that can get this created based on another shoppingcart script where we can use it hosted for resell of membership to it, or one from scratch. Whichever is easiest and cheapest. We have a strict budget for this project and a strict timeline as well.
