Simple web app then wrap it in native code with OPENGAP

I need someone to create a simple web app then wrap it with OPENGAP so it can go in the Apple app store. The app is SIMPLE, I need a mini craislist like app. People list products by paying a $5 fee, other people browse products which are categorized. I have ALL design complete, the design is clean and clear. ALL you need to do is code the web app then wrap it with PHONEGAP so we can upload it to the Apple app store.
