Basketball Fan Site

I need to have a basketball related site that focuses on one player. The coder or graphic artist should have some interest or familiarity with basketball. A passion for sports or basketball would be great. The site with also have a law, court of law, judge theme. The site must have four main functions: A News Page: Rich Site Summary (RSS) News feeds (as many news feeds as possible) about this player, updated daily and separated by date. Polling System: A nice polling system that can be updated Forums: A set of forums that can be moderated Refer a friend section A good open source content management system (like PhpNuke, PostNuke, WebGui) may be used to take care of these features and give me the flexibility to build. Please tell me what scripts or CMS you will use for this site. This should be very easy to do for the right coder/graphic artist. It will take making a logo, and site design around several scripts or a CMS.
