227000 php web programmer / design

I need a programmer/designer who can: I do not know how much this will cost so I put $300.00 as a base pay but I am not clear on how much this will cost. I am laid off from my job right now and trying to make a living on the net myself. I wouldnt insult anyones requirements but please try to give me your best price as I will make you my main web guy and I have about 20 other add ons for this website so you will make more money down the line I assure you. Create a website community (PLEASE NOT A PORTAL or a NUKE site at all) a)users will register and verify b)have the option of being a standard or premiere member (which will have a payment gateway) ELance/ODesk/ScriptLance Services bidding script for roofers,lawn maintainence,skilled labor etc etc. (Basically just like elance or ScriptLance where a member posts (FOR FREE) the job he needs done and skilled laborers bid on the jobs. Yet allowing me the admin to create databses based on skilled serices and whatnot. Personal Requests from me to the bidder on this job 1) Willing to create a easy admin panel for a newbie like myself to understand and operate that similar to a joomla or mamba admin panel 2) again the admin panel needs to be similar to joomla allowing ad ons as I think of them or expand the website. 3)Not to clone another site I really want this to be original if possible without stressing the programmer out.
