expert programmer - open to bidding

I need an experienced programmer to make some changes on my website. He must be experienced in bootstrap PHP. The needed changes for my website [login to view URL] are: 1-smartphone appearance: I want the alignment to be good. Now, some images are bigger or smaller. I want standard and same size for all images. 2-Free section: I want free section to be created outside the store. In design (home page), free section is inside the store, but in admin there is No free section. I want it to be created. That means I want to be able to add free files in admin panel. 3-Emails and notifications: in Consultation Form (homepage) and in Contact Us, there is an error. When user tries to contact me, he can not because there is an error. I want this error to be fixed, meaning I want to be able to receive contacts from any user, whether from Consultation form or from Contact us. The error was fixed recently but again it was repeated. I want to solve this error for good. Also, in admin panel, there is an error in home page. I want this to be fixed. This error is repeated. I want it to be fixed completely and for last. 4-Registration: now user can NOT download anything without registering. I want user to be able to download free stuff Without registration. 5-Password for Payment: Now user can make payment by PayPal. I want this: the payment procedure and method can NOT be changed by any programmer in the future. I want a password created to secure the payment method and procedure in case in the future I give the password for any programmer. This means, a password option and only me can change that password. This means no programmer can change the payment in future without this password. Is third party ecommerce a good solution? 6-emails & registration: now when user registers, he will receive daily email that has Quote of the day. I want to know how many users can this system generate and how to manage it. I want a reliable system for emails. I want to be sure that this system can reliably email each user a daily email, without error, without interruption. I also want this system of producing quote of the day to be reliable and efficient. Now I have error is the system of daily email of quote of the day. Sometimes I receive quote of the day blank. 7-adding PPS (Power Point Slide Shows): I have a MACBOOK, and I want to be able to add PPS files to my website but I can not. I can add PPT files but not PPS files. I want this option. 8- I want to know if possible to add option to know how many users had read what article or had visited what page. Google analytics only show how many visits per day, but I want to know which pages were visited. 9- I want to change font of section: “Get the tools that attract success…….” 10- I want to re load all content of Life and success quotes. I want it is same old font style. 11-Testing: I want programmer to test all web pages of this web and also check the functionality and RELIABILITY of the website. I want him to make sure that it will run in the future reliably. I want programmer to make sure that this website is running well WITHOUT any future obstacles. 12-I want more secure password procedure in admin panel. Now it is not very secure because anyone can change the email address, which means he can change later the password. 13-I need in the section “register now and get …” , I need “Free” to be written under each image. 14-I need this project to be completed within 7 days of start up date. The current website is mainly PHP, as I was told by developing company.
