Here is what I am looking for: A simple one webpage layout that has a number of rows with values in each row. Users can then enter in their email address for that row of information. Then when I modify that row of data, the user(s) will get an email notification that a change has been made. Also perhaps a simple admin section to allow me to modify the row data. Bootstrap design with mysql backed would be preferred.

Hi native Eng speaker so comm will not be a problem. Seems simple enough but would be helpful if you could supply a rough sketch to use as a guide for the layout. Bid includes cms for adjusting column data. Have a look at my reviews on here, I know my stuff!
