Chat Server with Chat Client in C# or VB.NET

The following must be completed to be consider done: 1) Chat Server will be written in either C# or VB.NET 2) If Chat Server is written in VB.NET then client should be written in VB.NET, If Chat Server is written in C# then client should be written in C# 3) Chat Server will should be able to handle large load of client (200+ user) 4) chat client should be an embedded .net client running in IE 5) user should be able to upload their own buddy icon and show up on chatroom 6) there should be one on one chat (private chat) if user double-click on other user name 7) user must register before going into chatroom(user should be stored in SQL database) 8) should work even through NAT (Network Address Translation) 9) Admin should be able to kick anyone off if neccessary 10) Admin should be able to send files to chat user if neccessary 11) Most importantly, Chat Server should be able to accept and disconnect user with no problem, I have seem other chatserver just hang when either too much load or user disconnect and connect too much ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
