Car Plate recognition DLL/ActiveX

| I would like to know how much it would cost to create software (a DLL or an ActiveX) for cars license plate recognition. The application would have a OCR function that "reads" a colour or B/W picture and uses an algorithm to target the license plate from the image and convert the license plate number to an ascii output. The OCR input must be provided into two ways: 1) To take an Image file and return the car number 2) To take a stream form Axis camera control ActiveX (<[login to view URL]>), analyze it with a motion detect algorithm and return the car plate number of each car passing in front of the camera. Buyer will receive exclusive and complete copyrights to all work purchased.
