Upload PDF & Convert To Image Then Add Notes

I need a professional web developer to make me a script that allows my users to upload pdf which they can then add notes to. I dont know if theres any other way to do what i need but i've been researching and found out that using php a pdf can be converted to a image file which i can then use fotonotes and add notes to it. My Requirements: Need a secure, young and talented coder Speak fluent English preferable an American Neat coder i like when the code is commented well and uses the coding language best practices, The less code the better.
