Web proxy not rewriting escaped URL

Please explain further. How can a 'target'(endpoint) URI be escaped on the receiving end after being handed to php by the web server? If you are rewriting URL passed as URL parameter not the 'carrying' URL itself, then that's another thing, but just teh way you wrote it nobody can know for sure what you have meant, so please clarify your request. What do you mean with escaped? Can you provide a full example of when the issue happen? The input and output I mean
