Addition of multiple VAT options in ZenCart

This is to add extra functionality to ZenCart. My customer has a requirement to allow disabled customers to purchase specific items TAX (VAT)free, e.g Bath Lift. The customer should be able to confirm if they are entitled to the TAX free disable allowance. They should be redirected to an online form after they have gone through the initial registration which will allow them to confirm their disabled tax free status. The admin section of the site should be able to select if products are available to disabled people tax free. The admin section of the site should also be able to view and print confirmation that the customer has confirmed they are intitled to tax free products. There is a current ZenCart site which has these features and works very well. Please base the quote on providing the same fuctionality and features.
